Proposition 1 - Assembly Bill 1471, Chapter 7

California's Proposition 1 authorized $7.545 billion in general obligation bonds for water projects, including $200 million in grant funds for multi-benefit storm water management projects. The Final Proposition 1 Storm Water Grant Program (SWGP) and Storm Water Resource Plan Guidelines were adopted during December 2015 and are now available for public review. Funding will be available for projects that contribute to improved storm water resources management, including resource plan development initiatives, storm water capture projects, treatment train facilities, and other forms of green infrastructure. The match requirements are 50 percent of total project costs.

Applicants must demonstrate their eligibility for funding through their ability to meet the following requirements:

  • Help water infrastructure systems adapt to climate change
  • Provide incentives throughout each watershed to encourage collaboration in managing water resources and setting regional priorities for water infrastructure
  • Improve regional water self-reliance

Eligible applicants can include, but are not limited to, the following:

  • Public agencies
  • Non-profits (as defined by Section 501(c)(3) of the US Internal Revenue Code)
  • Tribes
  • Mutual water companies

Eligible expenses include the following:

  • In-kind services
  • Planning, permitting, environmental compliance, design
  • Property acquisition
  • Project implementation
  • Project effectiveness monitoring
  • Education and outreach

Project Minimum and Maximum Grant (match = or >) totals are as follows:

  • Planning Minimum: $100,000; Maximum: $500,000
  • Implementation Minimum: $500,000; Maximum: $5,000,000

Funding will be dispersed as follows:

  • Planning Round 1 - 2016 - up to $20,000,000
  • Planning Round 2 - 2018 - not anticipated
  • Implementation Round 1 - 2016 - up to $80,000,000
  • Implementation Round 2 - 2018 - up to $86,000,000
